From the factory, one filter sits between the block-mounted electric lift pump and the VP44. 1998.5-1999 trucks use a drop-down housing that takes a Fleetguard FS19598. For 2000 the housing changed to a top-load cartridge that takes an FS19855, which made filter swaps easier but traded the 1/8 NPT gauge ports for a Schrader test valve on a banjo. Either way, the interval is 15,000 miles in normal service and 7,500 in severe service. Aftermarket pusher systems from FASS and AirDog add their own water separator, fuel filter and air separation ahead of the VP44, which is why this collection carries complete systems alongside loose filters.
What fails and why
A filter change is often when a tired lift pump shows itself. When you bump the key to start and release it to run, the ECM runs the pump about 25 seconds, and that cycle has to fill the bowl. If the pump runs and the bowl stays empty, the pump has failed. The factory pump lives on the block, absorbs engine heat and has to pull fuel all the way from the tank, so it's a wear item on this engine. A no-start after a filter change, an inability to prime, hard starting and bucking under load are the signs. Keep running it short on fuel and the VP44 pays for it, because a starved pump overheats.
Stock replacement vs. upgrade
If a gauge shows your stock pump holding pressure, the factory housing with the correct Fleetguard element on schedule is fine. If the lift pump has failed or you've added power, a frame-mounted FASS or AirDog system is the standard upgrade. The pump moves back toward the tank so it pushes fuel instead of pulling it, and you get water separation, filtration and air separation in the same package. The VP44 wants at least 5 psi at idle and under load, and VP44 specialists recommend 15, so a gauge is what tells you which way to go.

Fitment notes
Factory filter elements split at the 2000 model year with the housing change, so know which side of the line your truck is on. FASS lists its systems for 1998.5-2004, which covers every truck on this page. Some AirDog pumps are sold as universal units by flow rate rather than by truck, so check the listing before you order. When you buy replacement elements, match them to the system already on your truck; the fitment checker on each product page shows what a part fits. Which factory fuel filter does my 24-valve take?

My truck won't start after a filter change. What now?

Is a FASS or AirDog system worth it over the factory pump?

Do I still need a gauge with a lift pump system?
Yes. A failed lift pump takes the VP44 with it, which is why owners who know these trucks treat a fuel pressure gauge as mandatory. AirDog also sells a low-pressure indicator light as an extra warning.
