Your 12-valve Cummins moves fuel the old-fashioned way. A plunger pump driven off a camshaft lobe pulls fuel from the tank, pushes it through the Dodge-only fuel heater and pre-strainer and the spin-on filter, and delivers it to the Bosch P7100 inline injection pump. There is a hand primer on the pump for bleeding the system. There is no electric lift pump and no fuel rail from the factory. The P7100 meters fuel mechanically and lubricates its governor side with engine oil, which is why low supply pressure does not destroy it the way it destroys the VP44 on later trucks.
What fails and why
The mechanical pump loses output with age and miles. The pattern is predictable: hard starts on cold mornings, an idle that slowly drops, a truck that has lost its pep, and finally a no-start. Confirm it with a fuel pressure test before you buy parts, because other problems look the same. The overflow valve on the P7100 weakens and bypasses too much fuel, which drops supply pressure, cuts power and can stall the truck at hot idle, especially on automatics. The short rubber hoses and spring clamps at the lift pump harden and let air in. A clogged pre-strainer in the fuel heater housing can starve the pump. That is why the overflow valve, hoses and strainer usually get replaced along with the pump.
Stock replacement vs. upgrade
For a stock or lightly modified truck, a new factory-style mechanical pump is the right fix. It mounts with two bolts at 18 ft-lb. The service manual says to pull the starter, but it can be done from above with a long starter bolt. Prime with the hand primer and bleed at the fuel filter bolts. A fuel pressure gauge is optional on a stock 12-valve; if you add one, tap the 1/8 NPT port on the filter head, and use an electric sender to keep fuel out of the cab. Trucks built for more power often move to a frame-mounted electric lift pump and filtration system that adds water separation and holds 35 to 55 psi of supply, with a block-off plate sealing the old pump opening.

Fitment notes
1998 is the year to watch. Dodge switched to the 24-valve ISB with the electronic VP44 pump partway through the 1998 model year, so a 1998 truck can have either engine. Check under the hood rather than going by the model year: the 12-valve has the P7100 inline pump with the mechanical shutoff solenoid on top, and the 24-valve has the VP44 rotary pump with a wiring harness. Lift pumps listed for 1998.5-2002 VP44 trucks do not fit a 12-valve. The Fleece PowerFlo listing names the 1998 12-valve and the BD auxiliary pump listing covers 1998.5-2007, so read the fitment on those product pages before ordering. When in doubt, verify by VIN.
Frequently asked questions
How do I know the lift pump is going bad on my 12-valve?
The usual sequence is hard starts on cold mornings, an idle that drifts lower, lost power and eventually a no-start. A fuel pressure test confirms it. Rule out the overflow valve on the injection pump and air leaks at the rubber hoses before you condemn the pump, since both produce the same complaints.
Can a failing lift pump damage the P7100?
No. On the 1994-1998 truck a lift pump failure means a no-start, not a ruined injection pump. The P7100 lubricates its governor with engine oil, unlike the VP44 on the 1998.5-2002 24-valve. That is why a pressure gauge is mandatory on the 24-valve and optional here.
Should I replace the overflow valve with the pump?
It is a cheap part that is commonly replaced at the same time. A weak overflow valve drops supply pressure, causes low power and hot-idle stalling, and can make it look like a new pump fixed nothing.
Is the lift pump a driveway job?
Usually. It is two bolts at 18 ft-lb, and with a long starter bolt you can reach it from above instead of pulling the starter. Use new gaskets, prime with the hand primer and bleed at the fuel filter bolts. If you would rather not, bring it to our Wildwood, FL shop.
