From the factory, fuel leaves the mechanical lift pump and passes through a Dodge-only nylon pre-strainer in the fuel heater housing, then a spin-on Fleetguard filter, before it reaches the Bosch P7100. The filter number changes at 1997: FS19519 fits 1994-1996 and FS19598 fits 1997-1998. The service interval is 12,000 miles or 12 months in normal use, and 6,000 miles in severe service. Clean the pre-strainer at every filter change. Unscrew the bowl and check the quad-ring seal while you're in there.
What goes wrong
The pre-strainer collects debris until it starves the lift pump, and you'll notice low power and smoke. A cut or distorted quad ring leaves a fuel weep at the heater bowl; Dodge sold a strainer-and-quad-ring kit for exactly that. Pair a restricted strainer with a mechanical lift pump that has lost output with age, and a 12-valve Cummins moves from hard cold starts to a dropping idle and eventually a no-start.
Factory filter vs. a frame-mounted system
If your truck is stock and you keep up with filters and the pre-strainer, the factory setup does the job. If the engine has been built, or you want water separation and finer filtration, a frame-mounted electric system replaces the mechanical lift pump, adds 2-micron filtration and holds 35-55 psi of supply. FASS systems put a water separator and a particulate filter on the frame rail ahead of the engine. AirDog's 100 gph system runs around 35 psi. Once the electric pump is in, a block-off plate seals the old mechanical pump opening.

Fitment notes
Match the spin-on filter to the 1997 split. Frame-mounted systems draw from the tank through a draw-straw or an added tank sump, and the factory tank has a barrel strainer on the sending unit that can bind, so replace it while the tank is down. The AirDog Raptor pumps marked universal are not truck-specific listings, so read the product page to see what's included. A 1998 might be a 24-valve: if it has a VP44 rotary pump with a wiring harness instead of the P7100 with a shutoff solenoid on top, these 1994-1998 listings aren't for it. Verify by VIN.
